Goliat employee alerted authorities. 12 days later came the accident they had … – Tu.no

In a letter packed with strong concerns about Goliath and oil company Eni Norway, addressed to the Norwegian authorities, type two unions and three senior safety that sooner or later going to happen an accident on Goliat in the Barents Sea.

They were right: 12 days after the letter dating, a person was hit by a rope and is in the hospital with serious injuries.

Now investigating police a total of three different matters relating to the Goliat field. At the same time PSA that business on Goliath is justifiable.

– A threat to security

Goliat project has long been characterized by being a scandal development: More lives have been lost double figures billion came on top of those already planned EUR 30 billion, production was considerably delayed, the technical problems have been extensive and the company has been continually klinsj with Norwegian authorities.

Now the employees tired, scared and overwhelmed. They require full investigation.

Technical Magazine has talked to several employees who work and have worked on Goliath, who have expressed fears of being at work, and which the company describes as out of control.

the letter from the staff – who have signed union Industri Energi, union leaders, HVO both on Goliat FPSO, the office in Stavanger and Hammerfest office – support the assertion fears and concern for Goliat security.

Among the concerns are these the air:

  • Systematic omissions in operational work
  •

  • Design which is not in accordance with regulatory requirements
  •

  • Managers with poor comprehension and low knowledge of Norwegian regulations
  •

  • Cultural Differences
  •

  • Repeated problems with the Italian company management
  •

  • Discrimination by local staff
  •

  • Incorporation in daily operation from the chairman that overrides CEO
  •

  • Poor working environment
  •

– Repeated messages and observations about evasions and omissions in operational work on Goliath and Scarabeo 8 makes it hard to trust the security of the staff being adequately addressed, according to the letter.

Goliat project is the f & # xF8; largest oil field in operation in the Barents Sea. But within the company, it br & # xE5; k, if & # xF8; follow a letter TU has f & # xE5; tt access on & # xE5 ;.
Goliat is the first oil field in operation in the Barents Sea. But within the company is the riot, according to a letter TU has been given access to. Photo: Eirik Helland Urke

– We consider the observed trend as a threat to the security of the Goliat FPSO and Scarabeo 8 and therefore not acceptable for those who work there, according to the letter.

– Chairman called platform requirements

It argued further that the chief executive of Eni Norway, the management of Eni Milan (including Eni Norge Chairman), as well as individuals at the head of Eni Norway make direct contact with the platform and hurrying personnel on board .

– This causes undue stress for OIM. We already have a sick leave, but we are getting reports that pressures continue to the other, according to the notification letter to the authorities.

Now think unions and HVO-one that it appears that Enis Italian branch is about to take over the operations organization to Eni Norway.

– This regime involves considerable stress for the working environment throughout the company, it says.

Especially getting the chairman of Eni Norway – which should be moved from Milan to Stavanger – the smooth layer of how competent behave.

– there are examples that he meddle in what must be considered the daily operation of the company and that he overrides CEO.

the letter shows including episodes in which the chairman has called out to platform and ordered increased production.

– to conduct from a chairman who must be assumed to be assigned a different function than controlling the operation of Goliath, has led to uncertainty among employees of Eni Norway, according to the letter.

Moreover, writes the senders following:

– This person has on several occasions called into company employees to meetings where he goes directly to individuals and asking them to defend their position and work. (…) This has had a very negative effect on the working environment, especially at Forus office and has led to the positive attitude of cooperation among workers is beginning to crumble.

– Stronger measures must be put in use

Employee representatives are now demanding a full investigation of Goliath.

– the aforementioned circumstances are serious because they compromise the Company ‘s ability to safeguard internal capacity building and management and operation of offshore operations and the development of a healthy organizational culture, according to the senders.

One of the unions – Industri Energi – has posted a message about the concerns on their websites and points PSA’s role in this.

– we hear from our members in the company and in companies that are hired by ENI, the orders from the authorities are not followed up as they should, and we ask ourselves whether PSA has great confidence in his own authority. Authority expects orders and suggestions are followed up per automatics, but their experience should tell them that is not the case, says union secretary Jørn Erik Boe.

They further argue that they are familiar with that management of Eni Norway on several occasions has been summoned to the PSA to get your passport stated on them.

– Now we expect that it be adopted stronger measures. Now we have to question whether we should allow foreign oil companies that do not show respect for the systems we have established in Norway, should be allowed to have operatorship on the NCS, says Boe.

Three cases of police table

When the accident last week took place, it became clear that the PSA came to investigate the incident. In addition, police began an investigation.

This case is thus the third case the police have on the block in connection with Goliath.

the other two cases are related to the incident where a man fell overboard from Scarabeo 8 and Bellona’s review of Eni for emissions of black chemicals on Goliath.

Communications Director Andreas Wulff in Eni Norway says he has not heard anything from the police regarding Thurs the 2nd cases, but that they want the police to get all the facts of the case about the accident last Saturday.

– police and PSA running their investigations in parallel. We are committed in bringing all the information on the table, says Wulff.

Eni confirms the letter

– in the aftermath there has been held a meeting with the PSA and the management of Eni Norway where this has been discussed. Eni Norway takes the concern very seriously, writes Wulff in an email.

He points out that a strong safety culture, built on mutual trust between workers and management is crucial for the company.

– We will intensify efforts to further strengthen the safety culture of the company. We take feedback from individuals linked to the working environment and safety seriously and are constantly striving to improve this. We would not continue operation if we believe that this is not safe, according to Wulff.

PSA: Has received several reports of concern

Several Technical Ukeblad sources – who have expressed fear to go at work on Goliath – say they also are very disheartened by the Norwegian authorities have approved the commencement of a project where security challenges are so great.

they show among other things that both before and after the start of Goliath have come a lot of concern, without there having been acted upon.

PSA says to TU that they mean the operations on the Goliat is safe. They confirm also that there have been several reports of concern after the start of the field.

– Yes, it’s true that we have received reports of concern after the start of Goliath. There’s talk of a few pieces, said spokesman for PSA, Øyvind Midttun to TU.

He confirmed that one came in the middle of June.

– The driver prudent

– what I can say is that we have taken hold of what is in the message. We have had a meeting with Eni Norge’s top management which concern the message was one of the themes, says Midttun.

– You have received many reports of concern both before and after the start of Goliath. It has just been a very serious accident on board which investigated both the PSA and the police. You’ve had meetings with Eni. What is your impression of the security situation on Goliath – if you did you form an opinion about it?

– Goliath is in production. Business runs as normal. It had not made unless they were able to operate properly. We are clearly familiar with concern reports that we have received. We are familiar with the challenges that have been previously and we are of course familiar with the events that have been. And all these are things that Eni as operator responsible will have to deal with.

– Eni must grab the events

– Experiencing PSA that it being done adequately?

– Yes, it is our impression that the management of Eni will take hold of this. It is also important to keep in mind that there are different types of incidents in question. All this must Eni grab to avoid this happening again.

– It came thus a concern only shortly before the serious incident occurred: Employees aboard notify the Norwegian authorities that they are concerned. Shortly after happening accident. What one thinks about it?

– I think that one should wait until the investigation our finishes. At this point I can not say whether there is any link between what is in the expression of concern and the current event. The investigation our goal is to find the underlying causes of this. Eni also has its own follow-up of this.

– So mainly PSA believes that Eni Norway have safe operations on Goliath today?

– Yes. If they could not run their business. It is in the nature. But we see a serious concern messages that have come in and the events that have happened.
