The National Communications Authority, former Post and Telecommunications Authority, which has warned about the fee after over half of Norway was hit by the collapse of Telenor’s mobile network.
From time 19.20 Thursday, 30 October 2014 lost over three million subscribers in Telenor connected with the world.
2.5 hours no one could call or send SMS to Telenor’s network.
In addition, it was impossible for customers in other mobile phone companies to make calls or send text messages to Telenor subscriptions.
“The error affected the whole country. The National Communications Authority (Nkom) believe event sees potential for injuries and notifies a fee to Telenor of nine million, “concluded Nkom.
Thanks planned work
Aftenposten has previously written that the extensive collapse came when Telenor conducted planned work in its subscriber database.
The reason that large parts of Norway lost cell contact, is that it often fails when customers Telenor will have a new SIM card.
Then Telenor routinely change their subscriber database, where there is data that is necessary to call a phone, sending a text or data connection.
Almost daily do errors that lead to data about the customer being destroyed when new information is entered .
This is a well-known weakness in the software that Telenor uses.
“The fault is known and occurs occasionally when Telenor to make changes in the subscriber database in conjunction with an existing subscriber shall have a new SIM card, “wrote Nkom in its report.
– It happened yesterday will not happen, said Telenor CEO Jon Fredrik Baksaas Aftenposten after what became known as one of the greatest Holiday breakdown in Norway.
-Uaktsomhet by Telenor
Nkom has investigated the incident and submitted on 22 December a report to the Ministry of Communications and Telenor about the case.
The report showed that the supervisory authorities believed Telenor had not good enough routines to “reduce the error risk was present in connection with the work.”
Nkom notified 13 March 2015 Telenor Norway AS stating that the authority considers to make decisions on rectification and violation charges.
“Nkom considering violation of safety to be a result of negligence by Telenor because it was not taken reasonable measures to prevent such serious errors occur, “the press release from Nkom.
Telenor: Has introduced measures
Telenor has previously shown that the company has appointed an expert who has evaluated the collapse on October 30 last year and proposed several measures.
According to the company, it is now introduced measures to reduce the likelihood that such mistakes will not happen again.
Telenor has also rejected that the risk was “significantly undervalued” as the National Communications Authority concludes. The company showed to be done over 18,000 changes in cellular year that all are evaluated.
“Telenor do not underestimate this risk, but has this done a risk assessment which proved to be wrong,” wrote the company’s communications director Torild Uribarri, Aftenposten in January.
-Not proper safety for users
In its notice of the record fine concludes however Nkom that measures from Telenor is not enough . The supervisory authorities, this primarily only reduces the immediate risk under the right work.
“However addressing these measures are not the underlying causes of the error situation,” writes Nkom.
“The implicit risk exposure .. . (censored contents of Nkom) .. consider Nkom not being in line with Telenor’s obligation to deliver services with proper safety for users, “says the decision.
It is also evident that it was very experienced operators who performed the work by established and tested procedures when half Norway lost cellular.
“Nevertheless involved work that had to be done manually analysis of the actual data and the operations that must be eliminated undertaken varied from case to case,” points Nkom.
In Additionally, Telenor is required to come up with a new list of measures within 7 April.
-Uaktsomt Telenor
In order to impose Telenor a fee of nine million, there must be “negligence “from the company, according to the Electronic Communications Act (Ecom Act).
Nkom points to several factors that make the supervisory authorities believe Telnor negligence in this case:
- Telenor was aware that there were weaknesses in the system.
- Telenor “was aware that it is not negligible probability of human error.”
- The type of work that triggered the collapse, performed on average 2-3 times each month.
“An outcome of the extent society experienced 30 . October 2014 has a considerable potential for damage, “writes Nkom, who believes the collapse could have avoided:
” At the same outcome could have been avoided, or extent significantly reduced if the risk assessment related to debugging work was conducted in a proper manner, and compensatory measures taken on the basis of this, “according Nkom.
