After several reports of concern and unsatisfactory answers from Goliat operator Eni, found (PSA) that they had to take another trip to Goliat to check if everything was okay.
It was it is not and the Norwegian regulatory authorities have now found several serious violations of the regulations on the Barents development. The full report can be read here.
The report audit today. Offshore.no were the first to mention the issue.
A number of violations have been identified a number of times previously, both in 2012, 2014, 2015 and finally reach the audit that was done in January 2016 . Eni shall have corrected what they have said they would change it, nor should they have responded satisfactorily to requests from the Norwegian authorities.

Several years old mistakes
the audit that was conducted was in logistics that deals with material handling, lifting equipment, lifting equipment and safe operation of this type of equipment.
– We have conducted several audits of logistics: in 2012 and 2014 the shipyard in Korea, and offshore in June 2015 while the cranes were in operation in the field. All these supervisors pointed out discrepancies and areas of improvement, according to the report to the PSA.
According to the PSA has not Eni given comprehensive feedback after an audit in 2015, even after numerous reminders.
– Eni has not implemented a number of measures that they have presented to remedy matters identified in previous audits. On this basis, as well as received reports of concern from including union Industri Energi, was conducted a follow-up inspections on board first week in 2016, the report said.

– Unfinished
the findings of the audit was mainly due to deficiencies in the management system, the role and responsibility clarification, deficient facilitation of loading and stock tires used by the offshore cranes, as well as lack of training, according to the PSA.
– Overall stands Eni management system for logistics as unfinished, the report said.
Eileen Brundtland , publicist PSA says to TU that they look very seriously at the discoveries they have made.
– This is seen as very serious, since they receive notification of order. When it has been conducting audits in 2012, 2014 and 2015 and Eni says that they should clean up, and they do that, then we have to tighten and use stronger measures.
– So it has been a mistake from Korea in 2012 which is still not cleaned up?
– Yes, there has been much of the same that have been found, both of non-compliance and improvement.

– we love that poor
– You’ve roused feedback several times without to get it. What do you think about that?
– We like that bad. There is severe. Any discrepancies must be corrected and we expect that companies make. It should not be necessary to provide companies with a notification of order to correct regulatory discrepancies.
– Is it unusual that you see on Goliath?
– The supervisory model we have in Norway is dialogue-based and based on trust. We find discrepancies, so we address it in audit reports and ask companies to provide feedback on how correct the deviations. It shall not be necessary that we go out to check that they do as they say. There we assume that they do. It is not common that we find the same mistakes over and over again.
– You have been physically in supervised four times and it still has not been corrected. Is that right?
– Yes, this is the fourth. We would have an audit in 2015 after the taps were used. When we pointed this with management and that it had put in place. But we did not have sufficient feedback from Eni, although we roused. In addition, we received reports of concern. Then we found out that we had to take a trip to, say Brundtland.
Do not embellish Media
Andreas Wulff, spokesman for Eni Norway says to TU they do not want to go into details in the media.
– We take this very seriously. Now we are working to give the PSA a response where we explain how we address the conditions PSA has noted and we will do within the deadlines PSA has set. We may have to come back to the details of these conditions when the PSA has received its answer. We can not take the answers to the media first.
– PSA says that they have seen the same things in 2012, 2014, 2015 and now again in 2016. Now they are not satisfied. Why have not you addressed this?
– As said, this is something we must account for the PSA before we can go into the details of the media. But it’s obviously not a happy situation to be in, but we need to bring PSA first.
– They have come with repeated reminders by the Authority in 2015 without getting good enough answers. Do you know you again in that?
– We are working as said with a response to the PSA. Then it is not appropriate to go into details of the conditions before we respond to them.
