“The fact that development permits should contribute to” developing “technology suggests that permissions can not be assigned projects that are fully developed. The prototype Helixir is already developed and built by Stranda Prolog and shipped Måsøval Fiskeoppdrett 28th January 2016, which may indicate that the project falls outside the purpose of development permits, “writes Fisheries.
Although it is not only construction of prototypes can be granted development permission, concludes Agency with a refusal.
“After a comprehensive assessment Directorate of Fisheries has determined that the envisioned project does not fall within the purpose of development permits, cf. salmon allocation Regulations § 22 and the allocation condition that the project must involve “developing technology”, cf. § 23b are not met. Directorate finds it not appropriate to discuss whether the other granting conditions are met, “the conclusion. The entire letter can be read HERE
The decision can be appealed. CEO Lars Måsøval said Monday IntraFish that they have not yet decided whether they will appeal against the refusal or not.

Based on the information currently available is the Directorate however doubts whether it would be appropriate to grant the number applied for permits. We ask that the applicant explains project investments, as well as preparing an investment plan that allows for the construction of one Havfarm “
